SIGAR: Nearly 500 Cases of IE Interference in Humanitarian Assistance Reported

The US Special Inspector General for Afghanistan Reconstruction (SIGAR) published a new report on the distribution of humanitarian assistance in Afghanistan.

SIGAR claimed that the assistance provided to Afghanistan in the frame work of the United Nations is still not safe and the IE is completely interfering in the process of contributing humanitarian assistance to the needy Afghans and so far almost 500 cases of these interventions have been registered.

The report reads: “Since the Taliban seized the power in 2021, the policy of the US government has been to continue its assistance to Afghans without the Taliban’s interfere. The Taliban are still interfering with the mission of the United Nations and other non-governmental aid agencies in Afghanistan and restricting the delivery of assistance. United Nations agencies have reported 494 cases of interference in the affairs of these agencies from November 16 of last year to February 05 of this year, which number was 153 cases last year.

According to the report, the US is still the major assistant country in the field of humanitarian assistance to Afghanistan, which has contributed more than two billion dollars so far in order to control hunger and prevent the complete collapse of the health system.

It was also stated in the report that after the IE came to power, America still wants to continue its financial assistance to Afghanistan in the field of construction projects; however, due to extensive interference by the Interim Government of Afghanistan, these grants have not been implemented.

The report reads: “After the collapse of the previous political system of Afghanistan and the return of the IE to power in August 2021, the events put an end to all the constructive assistance of the United States in Afghanistan. The assistance was for good governance and implementation of the law stopped with the arrival of the IE. America wants to continue its assistance in the fields of health, education, economic empowerment and human rights; but the supply of assistance in these areas is under the threat of Taliban interference.”

The report also appointed to the violation cases, stating that in 2022, violent actions against the employees of the United Nations and some other non-governmental organizations have also been reported.

The report reads: “The United Nations reported 30 attacks and 362 cases of violence and threats against humanitarians in 2022. 39 of them are cases of threats and 57 cases of sanctions against female employees.”

Despite of our efforts to have the opinion of IE regarding SIGAR’s recent report but the Interim Government has not reacted in this regard. However, IE rejected the same reports of SIGAR regarding Afghanistan and called them baseless.

SIGAR, the US Special Inspector General for Afghanistan Reconstruction, was responsible to fully monitor the US assistance in the previous government, but it stopped its mission in Afghanistan after August 2021, but in almost two years it publishes reports about different aspects of Afghanistan.
