Kabulov: Talks Ongoing with Afghan Government Recruitment of Afghan Workers

Russia’s Special Representative for Afghanistan, Zamir Kabulov, says Moscow is holding talks with the Islamic Emirate on recruiting Afghan workers.

Russia’s state news agency RIA Novosti, citing Kabulov, reported that the discussions aim to facilitate the employment of Afghan migrants in Russia.

Kabulov added that the Russian side is conducting these talks in accordance with existing migration laws and economic considerations.

He stated: “No specific agreement has been reached yet, but contacts on this issue are ongoing, and the Russian side is acting based on applicable migration laws and economic needs.”

International affairs analysts have welcomed the Islamic Emirate’s efforts to send labor force abroad, saying the move could help employ many young people and reduce unemployment.

They believe sending Afghan workers abroad would benefit both the public and the government, adding that it could also strengthen the Islamic Emirate’s relations with other countries.

International relations analyst Samir Angar said: “This is an important diplomatic development for the Islamic Emirate. It changes the regional balance, opens new political and economic opportunities, and contributes to stability in Afghanistan.”

Previously, agreements have also been made with Qatar, Iran, Saudi Arabia, Oman, and the United Arab Emirates regarding the dispatch of Afghan workers abroad.

The spokesperson for the Ministry of Labor and Social Affairs, Samiullah Ebrahimi, also confirmed that talks with Russia are ongoing. He expressed hope that once an agreement is reached, young, skilled, and professional workers will be sent to Russia.

Ebrahimi said: “The effort is to address the problems of Afghan workers in these countries and to provide legal employment opportunities for them in the future. Russia is one of those countries. We thank our citizens for their patience and urge them not to hand over money or documents to any address, company, or individual under the name of work visas until an official agreement is reached and shared through the Ministry of Labor and Social Affairs. Please do not fall victim to fraud or deception.”

Earlier, Afghanistan’s ambassador to Russia also told The Moscow Times that the country is ready to send skilled labor to Russia to meet its labor market needs.

According to the Ministry of Labor and Social Affairs, over the next five years, job opportunities will be created for 1.5 million people both inside the country and abroad.
