The United Nations High Commissioner for Refugees (UNHCR) says that in 2025 alone, it provided assistance to more than 500,000 returned Afghan refugees.
The agency stated that in 2025 it also implemented protection measures for more than 78,000 women and girls, and conducted monitoring assessments for over 57,000 individuals across all provinces.
UNHCR said: “In 2025, UNHCR provided reception assistance to 500,000 returnees. More than 78,000 women and girls received protection support, and over 57,000 individuals were monitored across 34 provinces, strengthening social protection.”
At the same time, the Secretary-General of the United Nations, António Guterres, described the humanitarian situation in several Islamic countries as dire in his message on the occasion of Ramadan.
He said that from Afghanistan to Yemen, and from Gaza Strip to Sudan, people are severely affected by hunger, displacement, and conflict, and the international community should not withhold humanitarian assistance, especially during Ramadan.
António Guterres stated: “At a time when the world faces divisions and conflicts, let us honor the enduring message of Ramadan, reduce differences, and support those who are suffering. We must protect the dignity and rights of every human being. From Afghanistan to Yemen, and from Gaza to Sudan, people are deeply affected by conflict, hunger, and displacement.”
Meanwhile, analysts say that humanitarian aid delivered through UN agencies is currently of vital importance in Afghanistan. However, they note that due to limitations in aid, millions of Afghans have been directly affected.
Economic analyst Noorullah Aziz said: “The reduction and, in some cases, suspension of humanitarian aid has impacted people’s lives—unemployment has increased, child malnutrition has risen, and there have been severe negative effects on women’s lives. If this assistance continues in any form, it can improve living conditions for many people. It is necessary for the United States and the international community to remain supportive in this area.”
According to UN reports, around 23 million people in Afghanistan are in need of humanitarian assistance, including nearly 16 million in emergency conditions.
The Islamic Emirate has repeatedly called on the international community not to politicize humanitarian aid and not to limit assistance needed to improve the difficult humanitarian situation of the Afghan people.
